gather used bicycles for needy children this year. He met. and exceeded his personal goal of ten bicycles. TWEC provided funds for this effort, and Dave Parker helped with the repair. Care was given to provide good and _ safe bicycles. Helmets and safety literature were included with these gifts. Thanks to Kent and Dave for providing a great Christmas gift for some local kids.

windy, snowy day via bus to Leavenworth.
We had to get up a little early, and were
concerned about snow in the passes, but we

their way into the Holiday Torchlight

Ride And Activity Notes: (Continued from page 3) Cross Country Ski Time (By Bob Myrick): There are several excellent XC day trips offered in January by

member Mary Neukom.

Also, Louis Boitano and this reporter have become ski patrol members for the Mount Tahoma Trails Association. We will be staying overnight in a Yurt on Champion Tree Farm property on the slopes of Mt. Rainier. Join us for an excellent overnight or day trip adventure on January 8 and 9, Febrauary 12 and 13, or March 12 and 13. Cost for admission is $13.00 for each day. The Yurt is free as long as we show up.

If anyone is interested, I will try to arrange a day or overnight Club trip to the Copper Creek hut on January
29 and 30. Call me quick about this trip. Snow-park permits are required, but the cabin is free as long as we show up.

Both of these trails are easy and suitable for beginners. The cabins and the Yurt are warm and cozy.

Puyallup River Trail Meeting: The design team for this trail will meet to hear suggestions on design and construction on January 10, 1994, at 7:00 p.m., at 16715 Meridian E., Puyallup, WA.

Pierce County Road Improvement Meeting: Bob Vogel, Transportation Planner for the Pierce County Public Works and Utilities Department, will meet with us on January 11, 1994, at 7:00 p.m., at Carla's home, 3218 N. 28th, Tacoma, WA. If you have ideas and suggestions for road improvements in Pierce County, this is an opportunity to have them considered. Specific locations and the need for improvement are especially helpful.

For Pierce County In
The Works

(Editor's note: The following letter, dated September 3, 1993, was sent to interested parties in Pierce County by Stevan E. Gorcester, Transportation Manager in the Public Works Department of Pierce County. Following the letter, TWBC recognizes those members who are known to be working on this plan for the benefit of us all.)

Dear Interested Party:

Pierce County is developing a
Nonmotorized Transportation Plan in
response to citizen demand and
policies adopted in the Pierce County
Transportation Plan (PCTP) in Decem-
ber 1992.

Currently, many areas of the County are in need of convenient and effective facilities for nonmotorized travel. The lack of existing facilities eliminates walking and bicycling as a transpor- tation option. The Nonmotorized Transportation Plan will establish policies, standards, and a list of im- provements that will be used to program projects with available fund- ing.

The timing for the development of a Nonmotorized Plan could not be better. At the state and federal level, priorities for funding transportation projects are changing. An example is the Intermodal Surface Transportation Efficiency Act (ISTEA). The 1991 ISTEA requires each state to set aside 10% of their surface transportation funds for enhancement projects such

as bicycle and pedestrian facilities. A
Nonmotorized Plan will help Pierce
County to effectively compete for
these new transportation funds.

The Nonmotorized Plan will also
help meet state, regional, and local
goals that are included in the Growth
Management Act, Transportation
Demand Management Act, Vision
2020, and the Regional Transit Plan.

In addition to the Legislative re- quirements for a nonmotorized plan, the citizens of Pierce County have repeatedly demanded that improve- ments be made to provide safe walking and bicycling facilities for children, senior citizens, commuters, and recreational users. Equestrian facilities have also been identified as a need in some areas of the County. Citizens usually identify several reasons for their support of nonmotor- ized facilities including: improved air quality, reduced traffic congestion and urban sprawl, and the availability of a travel option that provides health, economic and time-saving benefits.

The Nonmotorized Transportation Plan is being developed by Pierce County Public Works, Pierce County Parks and Recreation, and the Re- gional Trails Advisory Commission. The planning process also requires your involvement.

statement developed by the Regional Trails Advisory Commission (RTAC). The remaining steps will give you a chance to review a list of issues discussed by the RTAC, a list of recommended improvements and, finally, the Draft Nonmotorized Transportation Plan. The Draft Plan is scheduled to be published in the last quarter of 1994.

Bicycling Safety

Accident prevention is a major concern of all cyclists. Falls, road rash, cuts, bruises, broken bones, and more serious injuries are no fun. Safe riding techniques have been developing over the past 100 years, and most are readily known.

In the Puget Sound region, topographic conditions, weather patterns, auto driving habits, life styles, and Club policies are unique. Because of this, some additional safety tips should be observed by our Club members. They are: ¢Do not draft a parked car.

*Do not cycle nude in cold weather.
Do not purchase more stuff at a yard
sale than can be carried.on your bike.
¢Do not cycle in front of Jim Davis on
the way to the bakery.

¢Never sleep while cycling.

¢Do not stop for road kill on a busy
highway.

eNever allow Bob Myrick to have a
map on a mountain bike ride.

Never fly a kite while cycling under
power lines.

Bench Aerobics
Builds Strong Cyclists

Get ready for spring riding by
taking an aerobic, bench combination
class at Titlow Lodge at 8425 6th
Avenue (591-5297).

Kelli Gee leads this “boot camp”
type class on Monday, Wednesday,
and Thursday from 6:30 to 7:30 p.m.
Cost is free the first time, $3.00 for
drop ins, or $19.00 per month.

This reporter was invited to this
tortuous adventure by fellow Club
member Tom Bell (564-4901). My
calves hurt for three days. Tom
attends regularly. He didn't hurt.

Every bench aerobics person I have
met is an excellent cyclist. You can be,
too. Call me or Tom for more
information.

No Club meeting in January. Attend
the Annual Banquet instead.

TWBC Board Meeting
TWEC Board Members met at Carla
Gramlich's home on December 7, 1993.
Board Members present were: Carla
Gramlich, Bob Myrick, Kent Wienker,
Hazel Giddings, Greg Grenier, William
Hoehne, and Steve Lay. Members
present were: Steve Brown, Hank
Giddings, Brian Wester, and Phyllis
Lay.
Dena Wessels, Club Secretary,
dropped off the mail and left for
another commitment. Hank Giddings
recorded the minutes.
*Kent showed those present the
President's Award that TWBC
members received at the Holiday
Torchlight Parade.
*Carla distributed a Board Member-
ship list prepared by Dena.
eThe treasurer reported that $49.00 in
membership dues was received, and
$36.00 was spent. Hazel will report
next on plans for keeping the books in
1994. More detail will be needed to file
proper tax forms.
Kent reported’ that 13 bicycles have
been received to donate to children. 10
have been repaired and delivered.
$40.00 was spent for repairs. A motion
was passed to provide approved
helmets with each bicycle in the
amount of $100.00. Money is available
in the budget under donations.
*Bob Myrick reported on the banquet.
Help is still needed. Hazel volunteered
to prepare a roster of all attending.
Proposed agenda includes: Louis
Boitano giving highlights of year;
Steve Lay presenting slide show; Carla
and Bob giving Board and Staff
awards; and Steve Lay presenting ride
leader and mileage awards. Awards
were discussed. Limited awards may
be considered next year because of
larger board and staff.
*EXPO: We have a booth. Sylvia
Russell is on the EXPO Board. Volun-
teers will be needed. Volunteers will
have a pass for free admission to
EXPO.
Daffodil Classic: Brian reported that
the Daffodil Classic will be an official
Daffodil Festival Event, and will be
listed on the calendar of events. They
may use the Daffodil Festival Pin as a

souvenir. Brian is shopping for a shirt
design. There will be a Daffodil
Classic meeting in January.
Peninsula Metric Century: Kent will
discuss planning with Cynthia Ham-
mer.

¢Sponsors: Carla reported that Cellu-
lar One is looking at sponsoring an
event in Pierce County. She will call to
see what is involved in sponsorship.
Some board members do not want
outside sponsors.

eSTP checkpoint: Hank reported that
a letter has been sent to the school.
eSubscriptions: Copies of agreements
with the NW Cyclist and The Bicycle
Paper were distributed. Both publica-
tions will cost $7.00 per year.

°Rails To Trails: Carla asked the Board to modify the donation of $1000.00 to the trail to include paving. It is cur- rently designated only for land pur- chases. The Buckley section has a matching grant for paving. A motion was passed to re-designate the dona- tion to include paving, if it is used with a matching grant.

¢Pierce County Helmet Ordinance:
Carla passed out copies of the current
draft of the Ordinance. A motion was
passed to send a letter in favor of the
ordinance to the Pierce County
Council.

*Pins for new members: Steve Lay
presented designs for a membership
pin. The Board made suggestions for
the design, size and color of the pins.
These pins will be available to all
members to purchase.

eSales Tax number: TWBC needs a
sales tax number and a_ business
license. Hazel and Carla will work on
this.

eAdopt A Trail: Kent reported that Pierce County Parks will offer a program called “Adopt A_ Trail.” Groups will help the Parks Depart- ment by providing maintenance to trails. Carla added that the Foothills Trails will be a trail included in this program. Kent and Carla will pursue more information for our Club.

Bicycles From Heaven

The Clover Park Kiwanis Club has distributed 97 bicycles to children in 1993, and they call this program “Bicycles From Heaven.” This was the third year of the program. Various agencies and churches helped with this effort.

Dave Sellars of the CPKC wants to
thank all involved, and especially
Eldon Stratton, a retired bike shop
owner; Army Lt. Col. George Garcia;
and Mario Winkelman; who provided
labor and repairs to the bicycles.

For Christmas, 1993, TWBC mem- bers donated 14 bicycles. They are: Karen Forbush, Dave Parker, Gary Lycio, Steve Brown, Kent Wienker, Chris & Dianne Miller, Mike & Joan McClean, Sue from A-1 Cycle in Puyallup, and Daniel Newlander.

There was a 17 year old Schwinn
bantam with training wheels; 4 great
starter bikes for children; two BMX
racing bikes; a girl's mountain bike;
and one that was ridden at college.

Many thanks to the donors for all these bicycles. The 12 speed bikes got new handlebar tape, and Bike Tech Tacoma donated water bottles. All bikes had helmets with pamphlets on safety, thoughtfully provided by Carla Gramlich.

Dave Parker worked with me from
start to finish. He provided a large
heated shop, and helped deliver the
bikes to Dave Sellars.

Since this program operates all year,
anyone wanting to help repair or
donate a bike to the CPKC should call
Dave Sellars at 582-1630.

Pierce County Plans

Helmet Ordinance

Last month I reported that the Pierce County Council is considering a bicycle helmet ordinance. On Janu- ary 12, 1994, a sub-committee of the Council will consider this ordinance. If approved, the ordinance would take effect in September, 1994. This date would allow our Club and other organizations to provide education

Volunteers Make
Our Club

Every month many people donate a lot of hours to keep our Club running. Whether it is updating a rideline each week, publishing a newsletter, or leading rides from 10 to 100 miles, all is done by volunteers. Some of these volunteers are also taking care of their families, working at a 40+ hour job outside the home, and helping the Club in many roles. I am always amazed at what we accomplish for the salary we pay!

Some people help out because they want to promote cycling and help the Club. Others enjoy the job they have selected. Still others feel a sense of duty. Whatever the reason, we should take time to thank the ride leader, board member, or the person ordering honey buckets for the annual rides. Two benefits for a volunteer are a job well done, and the appreciation of other Club members.

Because we run the Club with

volunteers, we should always be slow to criticize. Many times I hear a person running down a volunteer with little idea of what is involved in the job. An offer to help when a volunteer is having trouble is always appreciated. When a mistake happens, offering a hand to help fix the problem is always better than saying “I told you so.” If you think something needs attention, we are always looking for help.

We should encourage more people to help so current volunteers do not burn out. New people also bring new ideas. Whenever possible, we should encourage new ideas to keep the Club fresh, and to allow a sense of owner- ship in what we are doing.

It has been great to see more people involved in Club activities. Some take the time to help in many areas. Helping in one event a year is greatly appreciated. Having someone call when you are looking for help is the best thing that can happen to a coor- dinator. To everyone who has contri- buted time to the Club—THANKS. If you have not, it is never too late.

Kent's Corner

December saw some good weekend
rides. Bob Myrick’s mountain bike
rides out of Eatonville were interest-
ing. Bob, Dave Parker, John Hansen,
and I became mountain hikers as we
came to a succession of obstacles on
trails in and around Pack Forest.

Bob, Dave, and I did a great 65
miler on Fort Lewis, which is a good
winter ride as it is flat. Our average
speed was 16.4 mph.

David Bourne and I joined the

Church of the Knobby Tire (Capitol Cycling Club) for a mandatory muddy romp through the Margaret McKenny area of Capitol Forest. David was the fastest on the downhills. We cleaned our bikes by throwing them in the creek at the end. 5

This month we will go to the
Tahuya area of Kitsap County for a
first time look at this complete
mountain bike area.

I received a letter from Pierce County about their intent to start listing areas of the County that need sidewalks, bike lanes, etc. Anyone interested in becoming a part of a as yet to be determined special meeting please call me.

Christmas, as of this writing, is not over yet. When it is, the Peninsula Metric Century machine will start rolling. Right now it is in the 24x32 gear. Dena and Ralph Wessels have offered their home as host site for the PMC organization meetings. Some time in February will be the kick off. Anyone want to play?

ary. We have talked about finding a
new location, so please watch for a
change in the February Newsletter.
