Put on your favorite Halloween disguise and come ride the streets of Tacoma along with other spooky cyclists. Come and try to figure out who everyone is---it's almost as fun as trying to figure out who's who at the annual club banquet when people get out of their usual cycling attire and into "normal" clothes!

Halloween falls on a Friday this
year, so the festivities will be on the
Sunday afterwards, Nov. 2. Costume ride
begins at 12:30 p.m. from Steve and
Phyllis' house (1320 N. Cedar). Make
sure you can ride safely in your costume,
and yes you can wear ordinary clothes.
Prizes will be awarded for the best cos-
tumes. L.A.W. Halloween patches will be
available for $2.

The potluck will begin at 3 p.m. at
the same location. You don't have to
ride to eat! See you at the haunted
house.

It may not be a 50-mile round trip from breakfast, but for those of you who ride from the North End, I'm sure it will qualify, and then a little.

trip Thanksgiving weekend.

This year we are going "first class." We will be staying at the American Youth Hostel facilities at Fort Worden. So all you'll need is a sleeping bag and warm clothes. The hostel has cooking facili- ties, fireplace, showers, etc. Yall the soft stuff).

Position Statement on
Bottle Deposit Legislation

BICYCLE USA/League of American Wheel- men supports and encourages state legislatures and Congress to pass bottle deposit legislation that will result in less hazardous roadway conditions for bicycling. Such bills should require that the consumer pay a minimum deposit of 5¢ upon purchase of a beverage in a bottle. That deposit is returned when the consumer returns the bottle.

Background

Broken glass on the roadway is a problem for bicyclists. Flat tires are a nuisance to the bicyclist .While there have been no compre- hensive studies that document the percentage of bicycle flats that are caused by broken glass, an informal survey in 1979 of bicycle shops in 12 states produced an estimate that damage caused by broken glass was the reason behind the purchase of one-half of all re| nent tires and tubes. In some areas, the .imate was as high as 75%. In the aggregate, this represents a significant finan- cial burden to bicyclists.

Broken glass is more than a nuisance anda factor that increases the cost of bicycling. Itis a safety hazard, The number of injuries to bicyclists who swerve to avoid broken glass or are injured by falling upon it is unmeasured,

but there is no question that such accidents
and injuries occur.

States with bottle bills now in effect report that the deposit system works. Nine states and one city (who together comprise 20% of the U.S population) have a deposit law. They report a reduction in roadside container litter of 76-86%. Bicycle clubs in those states esti- mate that punctured bicycle tires and club member aggravations are reduced by similar percentages.

The positive experience with bottle bills has resulted from having at least a 5¢ deposit as an incentive for the consumer to return it. Lacking any information on how effective a smaller deposit might be, BICYCLE USAtakes no stand on bills with a deposit less than 5¢. BICYCLE USA also encourages local and state bicycle advocates to examine closely any amendments which might cripple the effect of a bottle deposit bill.

Other solutions to the problem of broken glass on roadways and shoulders have not been proven effective. The most common solutions offered by bottle bill opponents is a litter tax. Litter taxes generate funds to educate the public not to litter, but provide no direct incentives for not littering. In general, they have not been an effective method for reducing broken glass on and along streets and some states have repealed the laws.
