POLITICS: A Necessary Evil? by Bob Myrick, Vice President

Webster defines politics in several ways. One way is “activities characterized by artful and often dishonest practices.” Personally, | prefer “the art or science concerned with guiding or influencing governmental policy.”

Recently, your Board decided to distribute our newsletter to several important community elected officials and workers.
They are: Tacoma Mayor Doug Sutherland; Pierce County Executive Joe Stortini; Neil A. Ofsthun and Al Rasmussen,
Metropolitan Park District; King Cushman, Pierce Transit; Pierce County Traffic Engineer Tom Ballard; Tacoma Traffic
Engineer Bill Pugh; Jan Walcott, Pierce County Parks; Joseph Scorciu, Pierce County Planning; and George Hoivik,
Tacoma Planning.

As you know, the purpose of this club is to promote and develop safe bicycling for recreation, health, and as an alternate
form of transportation. We have indicated to these officials and workers that there are a number of interests we may
share in common:

. Bicycle safety and education.

. Proper and safe marking of existing narrow shoulders as well as provision of wide shoulders on routes
used by beginners and casual riders.

. Timely and separate line item budget provisions for cleaning wide shoulders so that they can be safely used.

. Bikes on buses. Bicycle commuters should be able to safely leave their bikes at “park and ride” lots and

eventually be able to safely take their bikes with them on the bus.

Provision of separate trail systems for recreation and some commuter use.

. Integration of bicycle plans between local agencies.

. support for planned communities that decrease reliance on cars.

Your vice president and other TWC members are currently working with other citizens on the Pierce County Transportation Plan. The plan contains a component whereby bike routes will be identified and hopefully given special

_ attention with regard to pavement marking and cleaning. This is considered to be a safety issue and a traffic congestion issue. We are preparing an inventory of routes and would like input. We are also following the development of the Pierce County Comprehensive Park and Recreation Plan. This plan places a very heavy emphasis on the development of a county-wide trail system and includes the proposed Foothills Trail from MeMillan and Orting to Buckley and Carbonado.

Inquiring Minds Want to Know: Club Affiliations

The Tacoma Wheelmen’s Club holds affiliate memberships

>with several other cycling organizations. As members, we

=

support the goals and activities of those organizations, ©
putting dues into their treasuries, and giving their voice the
added strength of our 325+ membership.

As an affiliate club of the League of American Wheelmen, we
receive their publications (Bicycle USA and the Almanac)
and legislative updates at the national level; we have the
opportunity to purchase patches for holiday rides and
Sanctioned rides, and can participte in the Effective Cycling
program. They are also sponsors of May as “Bike Month” for
the Share the Roads ‘89 campaign (more about this in future
newsletters).

The Bicycle Federation of Washington is our voice for
bicycle advocacy at the state level. They are actively
involved in lobbying our legislature for bicycle-friendly laws
and programs, they have published position papers on bicycle
planning; they authored the Bicycle Law brochure which is
available for state-wide use and distribution. BFW sends us
monthly reports on legislative activities, quarterly BFW
Newsletters, and “Urgent Action Alerts” whenever the need
arises for quick action on a bicycle issue (see related article
in this issue). This year we are increasing our support of
the BFW by including an optional BFW donation on our
Daffodil Classic and Peninsula Metric registration forms.

Bikecentennial is our newest affiliation. They are in the

7 rocess of expanding their activities. In addition to their
— _ extensive network of published bicycle routes throughout the

Unites States, they will now more actively participate in
bicycle advocacy and education. They will provide us with
their own publication, Bikereport, and the Bicycle Forum (an
advocacy and education newsletter) as well as newsletter
information and a bike club handbook.

These affiliations serve our club with information and
advocacy at a level we could not achieve alone, while we
support them with our dues. A big thank you to all TWC
members for helping this happen!

Tacoma Community College Bicycle Tours

TCC 18 sponsoring two bicycle tours this summer. This first
is a 6 day tour through the San Juan Islands of Lopez, Orcas
and San Juan,and Canadian Gulf Islands, Gallano and
Saltspring, June 6-11. Tour cost of $285 includes all ferry
costs, meals, camping fees, experienced tour guide and
pre-departure orientation.

The second tour is a 16-day tour to the Canadian Rockies,
Sunshine Coast and Gulf Islands, July 19-24. Cyclists take
the train from Tacoma to Jasper, ride from Jasper to Banff
via Lake Louise (5 days), then board the train for Vancouver.
After exploring Vancouver island and the Gulf Islands, the
tour concludes with a visit to Victoria and a trip on the
*rincess Marguerite back to Seattle. Tour cost of $899

» includes all transportation costs, all meals, camping fees,

experienced guide and pre-departure orientation.

Mountain Bike Task Force

The Bicycle Federation of Washington and the League of
American Wheelmen are teaming up to form a Mountain Bike
Task Force for Washington State. The Task Force is needed to
represent mountain bicyclists interests to government
officials.

Mountain bicyclists need to be concerned about upcoming
decisions which may restrict their sport. New policies by
Washington State Parks, which include closing of some trails
to bicycling, are an indication of this trend.

Mountain bicycling is such a new sport that it catches many
recreaton and resource managers unprepared. A number of
issues arise, including safety, access and fairness. An
organized and informed mountain bike community is needed.
The Mountain Bike Task Force will:

> Represent riders at public hearings when state parks
propose to close trails to bicycling.

Help state officials develop appropriate rules,
recommendations and educational material on
mountain bicycling.

> Keep bicyclists informed and involved in decisions.

About two dozen people are needed from all parts of the state
who are interested in working on this issue. The BFW’s
Olympia Report will be used to keep members of this
committee informed unti! the Task Force can produce its own
newsletter. Mountain bicyclists who are interested in helping
are urged to write the BFW at PO Box 1624, Olympia, WA
98507, or call Bicycle Lobbyist Todd Litman at
206/943-9025.

A bill to require bicyclists riding on interstate highways to purchase a special $10 license has been introduced in the Washington Legislature by Rep. Haugen of Island County.

The Bicycle Federation of Washinaton opposes this bill as
wasteful (such a program would cost more money than it is
likely to raise) and unfair (it is based on a misunderstanding of
the costs and benefits of bicycling). A position paper and fact
sheet are available from the BFW.

BFW Lobbyist presented testimony on the special problems
auto pollution presents to bicyclists.

opportunity.

The March 4 ride is now going to Eatonville for lunch. Jim's Kite Flying Day has been postponed to March 11 so Jim can attend a kiting workshop. The Millersylvania camping trip has been cancelled so that we can celebrate St. Patrick's Day with John Kelly in Centrailia on March 18. A caravan will leave 6th and Skyline at 8:30 or you can call John for Jirections to his house and meet us there at 10. Bring your favorite dish for the 3pm potluck.

We're repeating the LAW Quarter Century on March 5S,
mainly because | want to de my original route. And the
patches are here now!

We gathered some good ride ideas at the February club
