OCTOBER MEETING

Tacoma Police Department Bike Patrol

Lt. Paul Wooten is in charge of the five
member bike patrol that works out of the
downtown police station.

Come to the October meeting where Paul will show his specially equipped bike and the other gear the police carry with them. He will talk about the training needed to be a police officer on bike. Paul will also describe the bike’s role in the community and police enforcement. A video showing the bike’s role in an actual criminal incident will also be part of the program.

It’s that time again!
Time for all the ghostly
members of the TWC
to appear! It’s time for
the Halloween ride and
potluck!

PARTY

Wear your favorite costume (be sure you can ride in it safely) or come as a bike rider if you wish. We will leave the haunted house at 1320 North Cedar at Noon on Sunday, October 28, and ride around the north end.

At 3:00 (give or take) will be the potluck. Bring your

favorite food to share.

There will be a prize for the best male and female

costume.

As a special treat, those interested may tour the

haunted work-
shop and try to
solve the mystery
of the missing
nuts and bolts.

At the October meeting, several items of important business will be discussed. Several articles in this
~ newsletter relate to those areas of importance. Please join us at the October meeting, with your questions
or comments about the topics of:

1. Recommendations for the Tacoma Public Works Department to spend monies for bicycling capital
expenditues (see article below).

2. Representation and club positions for the upcoming Washington bicycle calendar meeting and BFW annual meeting. See adjoining BFW article.

3. The formation of committees and chairpersons for the club Banquet, the Daffodil Classic and the

Bicycle Federation of Washington

On November 10, the BFW will be holding thei: annual meeting for all board of director members, and interested club participants from throughout the state. At that meeting several important discussio and votes will take place. Each member club is asked to attend, with positions taken on these issues. The TWC is represented by Diane Lister. The topi to be decided upon can be somewhat controversial and she would like to represent the true sentiments of the TWC. You can be a part of the decision making process by attending and participating in th eo club meeting in October.

Due to strong legislative action last year, it is
expected that the subject of a mandatory helmet la
for bicyclists will be submitted again this year. The
BFW is currently considering three alternative
positions:

Option 1: Support mandatory helmet laws.
Option 2: Oppose mandatory melmet laws.

Option 3: Accept clearly defined mandatory helme
law as part of an overall bicycle safety and education
package.

The specific wording of these three alternative
positions will be distributed at the club meeting and|
comments, questions, opinions and recommendations
will be encouraged.

Also in November the BFW Board will consider the new membership and dues proposal. The direc impact on our club would be a pledge of $.50 pe rider from our events (the Daffodil and Peninsula). Other language in the proposal encourages simila pledges from all clubs, companies. charitable organizations, etc. who operate rides in the state 0 Washington. Again specific wording of the proposal] will be made available to all at our October meeting.

How will your money be spent ?
We would like some feedback on how to spend
$60,000 that the Tacoma Public Works Department
has accumulated from one-half cent gas tax monies for
bicycling capital expenditures. A portion of funds
may be spent this year and the rest programmed for
future projects. About $6000 accumulates annually.
Money not spent after 10 years is turned back to the
state! It is important that the City spend the money
where it will be best appreciated, namely by bike
riders. So please rank the item below and any other
ideas you may have. Send to the Club P.O. or call

The list of projects we came up with so far:

1. Fog striping of curbless bicycling routes . This
would be primarily a short section of Tyler from
Center St. to S. 56th Street.

2. Bike route map, A city map with bike routes and
other information, this would take some Club
time. Biking clubs in the area might get some
press out of this one.

3. Bike route signs along streets. Bike route signs
would give visibility to bicycling in Tacoma and
could even lay out some special routes.

EG. a ‘round the town tourist route.

4. Bike racks in commercial areas or public facilities.
There are paltry few bike racks in commercial areas
but lots of car parking provided. Do you really
like parking against whatever? Would anybody
out there like to see lockers at the Dome? Here's a
chance to get public bike parking.

(If you're thinking, "replace the bike-eating grates,” that's not in this fund. However, dangerous grates will be fixed if we let Public Works know where they are.)

im Lazar, of the Capital Bicycling Club and the Bicycicle Federation of Washington was able to attend the Pro Bike 90 conference in Washington D.C. during September and sent us a detailed report on his experiences there (call Diane Lister to get a copy if you're interested.) Along with that report he sent the following challenge to bicyle clubs throughout the northwest.

Pro Bike 90 was probably the best bicycling conference ever in North America. with attendance from Imost parts of the U.S. and Canada and from Japan and Germany. That's a good start.

Pro Bike ‘92 and Velo City (Montreal, September 11-17, 1992) will be better still, certain to be the largestj

bicycle related conference in the Western Hemisphere and possibly in the world. Jean-Francois' @ Pronovost. the director, would like to see increased participation from third world countries which canno normally afford to send a bicyclist to such a conference. Karin Schroedl kicked off the challenge by refusing funds raised to bring her from eastern Berlin back to North America for the BikeCentennial tour she won as a door prize. (She says that East Germany is poor, but not so poor as African, Asian or South [American countries, and that it has a rich uncle it rediscovered recently). It’s our job to pick up the

hallenge.
ie idea of a ProBike Challenge is that every sizable bicycling club in the country should raise sufficient
funds in the next two years to send a club representative and a representative from a cycling group in al
sister city in a third world country to Velo City/Pro Bike 92 in Montreal. Nearly all cycling clubs are in
cities or towns with "sister city” relationships with rich and poor countries. That’s a $3,000 to $4,000
fundraising goal, and we have almost two years to pull it off.

Il think we can do it. First, we can up the registration fees for our club events by a dollar or two. Second,
fwe can increase the number of rides we sponsor, and take “business” away from the non-cyclin
jorganizations which now run bicycle events. Cycling organizations which fund safety and educational
[programs are almost universal in their consern about the "Disease du Jour" groups taking more and more
money out of cycling, and putting little or nothing into cycling. We can run our own tours at lower cos
[than charity rides and invest the money in bicycling promotion, bicyling safety education, and simila
jenvironment and life saving efforts, including third world participation in Pro Bike/Velo City. Where
local clubs cosponsor rides with local charities, the "split" can be modified to enhance the funding whic
lgoes into bicycling.

So, let’s get on with it. Any club of over 100 members should be able to raise $4,000 in two years to send ® la local member and a sister city representative to Pro Bike ’92/Velo City. HELP WANTED

i Form a committee to choose the locatior
and organize our annual banquet. Chair the committee
meetings, and make sure all the committee members are getting
the work done. Plenty of volunteers are always available to help
out. This is an immediate vacancy which needs to be filled as
soon as possible.

Daffodil Classic Chairmas: Get all the glory of being in
charge (and maybe the cool pink hats to go with the job!) Plans
need to be underway this fall so that the T-shirt designs and
application forms are ready for the Bike Expo at the end of
February. A leader is needed to get a committee formed and get
the planning underway.

Peminsnla Metric Chairman: The February Bike Expo is also the deadline for getting Peninsula applications ready to go. Take charge, form your committee, make a few early decisions, then sit back and rest a while, until the final push in the spring. Don’t be shy - this may be your opportunity to take charge.

ja: Where would the TWC be without the great calendar of rides and activities we've come to love so well. The right person for the job is one who cares about our club’s primary goal - riding our bikes! Make contact with other members, encourage them to lead rides, and get the ride information to the newsletter editor. That's the bulk of the job. Are you the next touring captain?

Bike Expo Booth Coordimator: Once again the TWC will have a booth at the Seattie Bike Expo. Line up a schedule of voiunteers to work at the booth, coordinate what we will display there, and then go enjoy the Bike Expo from the inside.

Tf you have a house that brims with
holiday cheer, and has space for a potluck (or whatever) for a
bunch of fun-loving bicyclists, then you should apply for this job.
After all, doesn’t everybody need a good excuse to clean the
house every now and then?
